Fix an issue where starting cloned compliance apps
showed questions from clone's source compliance app.
The problem was during the cloning process, newly
cloned questions were not always being associated with the
correct module during the clone. It was necessary to track
the mappings of old to new modules and then update all questions.

Refactor siteapp.views.project and templates/project.html to remove
vestigial column vs row layout code and previous authoring tools.
